Why are CD even more quiet than last year?

When V and Jackie get in the car after V is done with the ripper doc, the shady looking guy, who the narrator confirms to be one of the scavengers V and Jackie took out in the beginning of the demo, standing at the car doesn't really walk away, just gets out of sight and you can see him making a phone call a few meters away, at 1:00

Then, the scavs ambush you on the highway a little later, it was more than likely that guy giving them the heads up.

I was wondering if, since it was confirmed that you're allowed to attack random NPCs in general, you can get out of the car and beat the fool up before he makes the phone call to stop the ambush on the road from happening in the first place.

This is speculation, but I think it would make perfect sense.

Any take on this?
